On June 6, About 7:45 p.m. at Sterling State Park in Monroe, Michigan two groups of people – one white, the other African-American – reportedly were swimming at the public beach. As the groups emerged from the water, insults began to be exchanged and Mouat said that African Americans had no right to use the public beach.
As the altercation grew more heated, Mouat went to his vehicle and retrieved a locking device used for bicycles. He then returned to the beach area and confronted the group of African-American teenagers, including the victim, Devin Freelon Jr., 18, of Monroe.
Mouat repeatedly used racial slurs and approached Devin, calling him the “N” word and then struck Devin him in the face with the lock, knocking out several of Devin’s teeth and fracturing his jaw.
